I agree with all of this, though I'd actually put him in the Cabinet Office. They get their fingers into all sorts of pies, and find justification for it. And I'd make him something under the level of Perm. Sec. Something like G5 or G3.

About where he lives, I mean, yes, you can give him a small garden, but nothing like the 'Holmes Manor' extensive grounds some people write about.
